, , | Biloxi Housing Authority | Full-time
The Biloxi Housing Authority is seeking an experienced, mission-driven Director of Housing Operations to provide senior leadership over its affordable housing programs and Resident Services initiatives. This is not a conventional property management role — it requires deep, hands-on expertise in federally funded affordable housing programs, HUD compliance, and resident-centered service delivery.
The ideal candidate brings a strong foundation in public housing operations — including HCV, RAD, LIHTC, and VASH — and understands the meaningful distinction between affordable housing management and conventional property management. Experience administering resident services and supporting housing stability is essential.
As a key member of the senior leadership team, you will work closely with the Executive Director to shape and advance strategic housing initiatives that improve the lives of residents and strengthen the community.
Key Responsibilities
Leadership & Management: Directs, coaches, and inspires a high-performing team. Assigns, reviews, and evaluates work; promotes accountability; and ensures staff development and engagement.
Program Oversight: Manages all aspects of Property Management, HCV, RAD, VASH, and Resident Services programs to ensure quality, compliance, and service excellence.
Strategic Planning: Partners with senior leadership to execute BHA’s vision through data-driven goals and initiatives. Optimizes use of resources to support long-term organizational priorities.
Compliance & Quality Control: Monitors program operations to ensure adherence to HUD, state, and local regulations and standards.
Policy & Systems Improvement: Analyzes existing processes and recommends improvements that enhances efficiency, reduces costs, and maintains high levels of resident satisfaction.
Resident Engagement: Oversees Resident Services initiatives that addresses resident needs and promotes self-sufficiency, wellness, and community involvement.
Community Relations: Represents BHA at public meetings and maintains strong relationships with residents, community groups, and government partners.
Continuous Learning: Stays informed of affordable housing developments, legislation, and best practices in public housing operations and policy.
BHA’s Ideal Candidate

Deep, working knowledge of HCV, RAD, LIHTC, and/or VASH programs — including administration, compliance, and program operations.
Thorough understanding of HUD regulations, federal housing law, and applicable state and local requirements.
Demonstrated experience overseeing Resident Services programs that support housing stability, self-sufficiency, and community engagement.
Proven ability to lead diverse teams, manage budgets, and drive measurable performance improvement.
Strong analytical, organizational, and communication skills.
Proficiency in Microsoft Office Suite and housing management software.
Public Housing Management (PHM) certification or equivalent preferred.
Required Education & Experience
Bachelor’s degree in Public Administration, Business Administration, or closely related field, with seven (7) years of progressively responsible experience in affordable housing with overseeing Property Management, including five (5) years in a leadership role. Public Housing Management (PHM) or equivalent certification preferred. An equivalent combination of education and experience may be considered.
Additional Information
Benefits: BHA offers a generous employee benefits package that includes medical, dental and vision coverage, a variety of supplemental coverage options, paid holidays, vacation and sick leave, deferred compensation, retirement, and more.
Compensation: The salary range for this position is between $76,800 to $119,000 commensurate with experience.
The position will remain open until filled.
